Research Projects Funding Program

Following the momentum built through the earlier funding rounds, the Dubai Research, Development and Innovation (RDI) Grant Initiative is pleased to announce the upcoming launch of its Third Funding Round.

This round is intended to surface and support ambitious, original, and high-conviction research ideas that can help shape Dubai’s long-term research, development, and innovation future. While scientific excellence remains essential, round three places stronger emphasis on ideas with the potential to create a meaningful leap in capability, open new RDI pathways, or strengthen Dubai’s position in strategically important fields.

Universities and research institutes based in Dubai, working in collaboration with local and international academic institutions where relevant, are invited to submit proposals that combine strong science with clear strategic relevance to Dubai and the potential for distinctive long-term value.

To build on the first two funding rounds by continuing to support ambitious, high impact research projects that align with Dubai’s strategic priorities in science, technology, and innovation. The third-round places stronger emphasis on frontier, theme anchored ideas in Cognitive Cities, Health & Life Sciences, and Environmental Sciences that clearly advance Dubai’s wider RDI objectives and outcomes and create step change gains in capability and long term positioning as a global RDI hub.

This round retains the overall purpose of earlier rounds, while placing stronger emphasis on research that is clearly aligned with Dubai’s RDI objectives and outcomes, and on ideas that are ambitious, distinctive, and capable of creating meaningful advances for Dubai. Scientific excellence remains the foundation for assessment.

More Focus on Dubai’s RDI Objectives and Outcomes

Proposals are expected to demonstrate how the research supports Dubai’s RDI objectives and outcomes.

Proposals do not need to contribute to all of the above, but should clearly demonstrate a credible contribution to at least one objective and/or one outcome.

Priority Sector-First Approach

Applicants should start from a clearly defined challenge or opportunity within the priority areas (Cognitive Cities, Health and Life Sciences, and Environmental Sciences), and consider how relevant technologies can strengthen the proposed research and solution.

AI and other advanced technologies are encouraged where they can act as meaningful enablers, with proposals briefly explaining how their use enhances the quality, impact, or potential of the proposed solution.

Collaborations and partnerships still matter

Academic collaborations remain important. Strong engagement with government or industry partners is encouraged where it adds clear value to the research and its pathway to impact.

Fundamental and Applied Research Can Both Be Supported

Earlier-stage research should explain why it is important, while more applied projects should show a clear pathway towards use, uptake, or commercialisation where relevant.

Stronger Emphasis on Frontier Ideas

In this round, we are particularly interested in ambitious, original projects that can open new RDI pathways for Dubai, or create a clear step-change in capability, while also demonstrating a credible pathway to impact and value generation for Dubai.

This includes proposals that can reshape how key systems or sectors operate, or strengthen Dubai’s position in strategically important fields, rather than only extending existing work.

Expanding Participation

To broaden participation across Dubai’s research ecosystem, attract new talent into the local research ecosystem, and create opportunities for new research leaders, this round is open only to Principal Investigators (PIs) who have not previously received funding through the Dubai RDI Grants Initiative.

PIs who have previously been funded may continue to participate as Co-Principal Investigators, where applicable.

These program objectives advance Dubai’s wider RDI objectives (global RDI hub status, a knowledge-based economy, private-sector R&D investment, and high-skill jobs)

  • Identify and fund frontier research ideas across Cognitive Cities, Health & Life Sciences, and Environmental Sciences
  • Enable researchers to exploit Dubai's distinctive geography, economy, and urban context as a source of differentiated research advantage
  • Strengthen fundamental and applied RDI capacity within Dubai's universities and research institutions, including through collaborations with leading institutions and experts in relevant fields
  • Broaden and renew Dubai's pool of research leaders, including new PIs and Emirati talent
  • Increase the proportion of funded research with a credible, stage-appropriate pathway to value, spanning both economic and societal impact

Expected Outcomes

  • Dubai's project portfolio shifts from incremental extensions of existing work toward genuinely frontier, theme-anchored ideas
  • A growing share of funded research moves beyond publication into active pursuit of pilots, policy relevance, or market pathways, where appropriate
  • Dubai institutions demonstrate stronger labs, teams, and co-production capacity with government and industry than in prior rounds
  • Funded projects strengthen or establish collaborations with leading institutions and experts, raising the standing and visibility of Dubai-led research in relevant fields
  • The pool of PIs leading funded projects becomes wider and more diverse, with more first-time and Emirati leaders than in earlier rounds
  • Funded projects generate measurable contributions to Dubai-wide RDI objective and outcomes (listed above)

Eligibility

  • Principal Investigators (PIs) should be fully affiliated with a Dubai-based Higher Education Institution (HEI), research centre, or institute
  • PIs who have not previously received funding as a Principal Investigator through the Dubai RDI Grants Initiative
  • PIs must hold a PhD degree in a field relevant to the RDI priority areas
  • PIs must demonstrate a track record of research excellence
  • At least 60% of the grant funding must be utilised within Dubai

Evaluation Criteria for Letters of Intent

The Letters of Intent stage is designed to identify the most compelling ideas for further development. The following criteria will be used to evaluate Letters of Intent:
  • Frontier Idea & Originality: Assesses how distinctive, timely, and ambitious the proposed idea is, and whether it moves beyond familiar or incremental approaches to create new knowledge or capability
  • Technical & Scientific Excellence: Assesses the rigour, innovation, and suitability of the research approach, including its potential to advance the state of the art and the meaningful use of AI or other advanced technologies where relevant
  • Strategic Alignment with Dubai Priorities: Assesses how clearly the proposal addresses a relevant challenge or opportunity in Dubai and contributes to at least one Dubai RDI objective and one Dubai RDI outcome
  • Team & Collaboration Strength: Assesses whether the team has the expertise, capabilities, resources, and access needed to deliver the research, and whether collaborators add clear value to the work and its pathway to impact
  • Impact Pathway, Value Creation, & Transformative Potential for Dubai: Assesses the credibility of the pathway from research to future impact and value for Dubai, taking into account the maturity of the project and its potential to create broader, transferable, and long-term strategic benefit

Institutional and Partnership Commitments

Letter of Intent must be endorsed by the applicant’s institution and demonstrate:

  • Reduced teaching load for faculty and research team members leading the project
  • Fast-tracked procurement processes to facilitate RDI activities
  • Expedited hiring procedures to support project staffing
  • Flexibility in recruiting research staff including research assistants and engineers
  • Submission of a Letter of Institutional Commitment
  • Submission of Letters of Collaboration and Partnership from all relevant entities
